Senator Elton moved that the bill be returned to second reading for the purpose of a specific amendment, that being Amendment No. 1. Without objection, the bill was returned to second reading. Senator Elton offered Amendment No. 1 : Page 2, line 9, following "tools." Insert "The contract shall be awarded in accordance with competitive bidding procedures outlined in AS 36.30." Senator Elton moved for the adoption of Amendment No. 1. Senator Bunde objected, then withdrew his objection. There being no further objections, Amendment No. 1 was adopted. HOUSE BILL NO. 313 am S was automatically in third reading. Senator Elton moved and asked unanimous consent that the bill be returned to second reading for the purpose of a specific amendment, that being Amendment No. 3. (Amendment No. 2 was not offered.) Without objection, the bill was returned to second reading. Senator Elton offered Amendment No. 3 : Page 2, line 14, following "AS 36.30." Insert "However, where practicable, the procurement shall be made in accordance with preferences under AS 36.15 and AS 36.30.322 - 36.30.338" 2003-05-18 Senate Journal Page 1571 Senator Elton moved for the adoption of Amendment No. 3. Without objection, Amendment No. 3 was adopted. HOUSE BILL NO. 313 am S was automatically in third reading. Senator Ben Stevens moved and asked unanimous consent that the vote on the passage of the bill be considered the vote on the effective date clause. Without objection, it was so ordered. Senator Ellis gave notice of reconsideration.
